Mental retardation is characterized as a state of arrested, delayed or incomplete development of an individual whose abilities are impaired to the extent that they are not equivalent to the average and appropriate development typical at that given period of development, which contribute to the overall level of intelligence, in other words – cognitive abilities, as well as communicative, motor and social skills.

Our library has implemented, through the provision of traditional library and information services, an individual approach towards mentally impaired library-users. Presently, we also organize several programs, events and informational lessons as well as performances, which are specifically designed for this group of society.
